First, the work target task and completion time

(1) Completing the task of transforming 1386 households and 94710.3 square meters of electricity-receiving coal in 15 villages in 8 townships.

(2) Completing the task of transforming 64,426 square meters of electricity and replacing coal into 14 public institutions in 8 townships.

(III) Pre-arrangement of winter cleaning and heating renovation tasks in rural areas in 2019 The first batch of plans is scheduled to start construction in July this year. Equipment installation and commissioning will be completed in September, and funds will be applied for approval at the end of October.

Second, policy support and subsidy standards

Electric heating subsidy standard:

(1) Decentralized farmer equipment purchase subsidies. For the electric coal-producing farmers who are included in the clean heating task in the rural areas of the province, the maximum subsidy for equipment purchase and installation (including indoor line renovation) shall not exceed 7,400 yuan/household, and the provincial and municipal counties (districts) shall bear 1/2 each. The city, county (district) bears 3,700 yuan/household, and the city assumes 2/3, and the county (district) bears 1/3, and the deficiency is borne by the user.

(2) Centralized equipment purchase subsidy (including public and auxiliary institutions). Electric heating equipment encourages the use of regenerative electric boilers. The original retail households were changed to electric heating boilers, and the subsidy of 80,000 yuan/steam was given according to the scale of the newly built electric boilers; the original coal-fired boilers were changed to electric heating boilers, and 80,000 yuan/steam tons were given according to the scale of the original coal-fired boilers. Subsidy. For the elimination of coal-fired boilers into electric heating boilers, the subsidy funds use the central and provincial air pollution comprehensive management financial subsidy funds, and the retailers are converted into electric heating boilers and coal-fired electric heating boilers that are not included in the comprehensive financial subsidy for atmospheric comprehensive management. The financial subsidy fund for the winter clean heating pilot project is used, the city bears /2/3, and the county (district) bears 1/3.

(3) Operational subsidies. For the coal-fired coal farmers who are included in the clean heating task in the rural areas of the province, they will be subsidized by 0.12 yuan/kWh for residents during the heating period. According to the actual subsidy for electricity consumption, the maximum subsidy for each household is 10,000 kWh, and the maximum subsidy is 1200 yuan. The province, city and county each bear 1/3. The electric coal-producing farmers who are included in the clean heating task in the rural areas of the province can also apply to participate in the Sifang cooperative trading platform, and participate in direct transactions according to the electricity consumption during the heating period, and the operation will not be subsidized.

The two modes of operation subsidy can only be selected one and cannot be enjoyed at the same time. For centralized electric heating users with access to voltage levels of 10KV and above, they can apply to participate in the four-party cooperative trading platform, and participate in direct transactions according to the electricity consumption during the heating period, and the operation will not be subsidized. For rural retailers and urban residents who are in the process of meeting the conditions of the Quartet's cooperative trading platform, but have not yet declared a successful application, the over-subsidy policy is implemented, and the electricity-receiving coal farmers who are included in the clean heating tasks in the rural areas of the province are given a heating electricity consumption of 0.12. The subsidy of RMB/kWh shall be 1/3 of the province, city and county (district) according to the actual subsidy for electricity consumption. The centralized electric heating user operation subsidy will be subsidized by 20 yuan/square meter according to the heating building area, and the city will bear 2/3, and the county (district) will bear 1/3. After the two types of users declare the Quartet's collaborative trading platform, the subsidy will be cancelled.
