In order to promote the improvement of air quality, and implement the work of the "Opinions of the CPC Central Committee and the State Council on comprehensively strengthening the ecological environment protection and resolutely crack down on the prevention and control of pollution prevention and control", the funds for prevention and control of air pollution in your province (autonomous region and municipality directly under the Central Government) will be released for Support the work related to the prevention and control of air pollution, and notify the relevant matters as follows:

1. The amount of each province (autonomous region, municipality directly under the Central Government) is shown in Annex 1, project code: Z145060020001, and the government expenditure budget column is “211 Energy Conservation and Environmental Protection”.

2. The list of pilot cities and the amount of funds for the winter clean heating pilot subsidy fund in the northern region are detailed in Annex 2. The relevant provinces (autonomous regions and municipalities directly under the Central Government) are urged to allocate funds to the pilot cities, and the relevant departments will urge the pilot cities to actively and steadily do clean and warm work. The cities included in the third batch of pilot areas should implement the clean heating implementation plan as soon as possible, and submit it to the Ministry of Ecology and Environment, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the National Energy Administration before July 20, 2019. As an important basis for the implementation of clean heating renovation and performance evaluation.

3. According to the “Recommendation on Proposing Financial Subsidy Funds for the Destruction and Disposal of Trifluoromethane (HFC-23) in 2018” (Environmental Climate Letter [2019] No. 72), arrange relevant provincial enterprises for HFCs from 2017 to 2018. Destruction subsidies (see Appendix 3 for details of the company name and subsidy amount), please transfer to relevant enterprises.

4. In accordance with the relevant requirements of the Ministry of Finance on Printing and Distributing the Measures for the Administration of Air Pollution Prevention and Control Funds (Cai Jian [2018] No. 578), etc., strengthen the management of special funds, guarantee the key tasks of air pollution prevention and control, and effectively improve the financial efficiency. . In this year's fund allocation, the provinces with lower budget execution rates have been appropriately deducted, and relevant provinces are required to take effective measures to enhance budget execution and improve the use of fiscal funds. Projects that have received central financial support from other sources such as central infrastructure investment may not be included in the scope of support funds.

5. The environmental protection project project included in the “Notice on the Supervision and Encouragement of the Implementation of the Major Policies and Measures in 2018 on the Implementation of Relevant Major Policies and Measures” (Guo Ban Fa [2019] No. 20) Hengshui City of Hebei Province, Shenzhen City of Guangdong Province, Haikou City of Hainan Province, Weinan City of Shaanxi Province, and Yinchuan City of Ningxia Hui Autonomous Region, please ask the relevant provinces (autonomous regions) to coordinate the funds allocated by the central government and arrange a certain proportion. 6. To further strengthen budget performance management, please follow the requirements of the Central Committee of the Communist Party of China and the State Council on the full implementation of budget performance management (Zhongfa [2018] No. 34), improve performance target management, and scientifically report the regional performance of air pollution control funds. The “Announcement Form for Regional Performance Targets for Air Pollution Prevention and Control Funds” and the performance targets for decomposing (or approved cities and counties) shall be copied to the relevant regulatory authorities of the Ministry of Finance.
